[openstreetmap/openstreetmap-website] Restore sorting by created_at for descending order changeset queries (PR #4168)

I think we need to stop making random changes here and sit back and think about what we're trying to achieve and how best to do it.

I don't think sorting by different fields when moving in different direction is going to work is it - if you start moving forward and then switch to moving backward you're going to find yourself getting different changesets?
