[openstreetmap/openstreetmap-website] Filter out changesets that are too old when sorting in ascending order (PR #4164)

Are you actually a user of this API or was there some other motivation from this work? 

Ideally I'd like to find somebody that actually uses it to see if we can just make everything use the creation time which helps with a lot of things - it helps with optimisation and is also stable while the close time can change until a changeset is completed.
