Yes, I'm actually a user of this API. See https://github.com/woodpeck/osm-revert-scripts/blob/master/UserChangesets.pm or https://github.com/AntonKhorev/osm-changeset-viewer for example.

My idea is to add `from` and `to` parameters like in [notes search api](https://wiki.openstreetmap.org/wiki/API_v0.6#Search_for_notes:_GET_/api/0.6/notes/search) that would check only one date.
