[openstreetmap/openstreetmap-website] Proposal: Seamless Sign-On for OpenStreetMap users from 3rd party apps (Issue #4128)

I have created [PR 4169](https://github.com/openstreetmap/openstreetmap-website/pull/4169) to address pre-populating the email address and auto-validating it when populated during "Login with Microsoft." This PR does not introduce any UX modifications - we can discuss details in the PR itself.
