I assume this just refers to all users who currently have a windowlive omniauth auth provider, is that correct? Or have I misunderstood and it will apply to all osm.org users?

I don't have any opinions on this. If it's straightforward to do, then I'm in favour of aligning the names, so that in future there's no confusion for any developers or site admins.
