[openstreetmap/openstreetmap-website] Restrict name-changes (Issue #4065)

"Restrict name-changing to once a year" will restrict name changing to once a year

if done per object it will not block vandal and will block revert

if done per user then it will block people reverting vandal edits as single person will not be able to revert wave of vandal edits
