[openstreetmap/openstreetmap-website] Restrict username changes (ex. once a year) compared to "no wait-time needed" (Issue #4065)

I changed the title to clarify, this is just to restrict username-changes, not changes of the `name=*` tag - to avoid confusion. 

The goal for this is to make it easier to moderate.
