[openstreetmap/openstreetmap-website] Sort users by their ids (be96aa7)

How is not sorting the results considered inefficient? Could you please provide some justification. I can indeed see that the previous behavior was undefined, so making results consistent is a good improvement. But I still don't understand the efficiency argument.
