[openstreetmap/openstreetmap-website] Account deletion cool-down period (PR #4313)

@gravitystorm : good point. I don't seem to find "user_account_deletion_delay" in the Chef config, and this repo comes with a default value of "nil", which corresponds to the feature being inactive. As (another) outside observer, and given how quickly the user could delete themselves, I would assume that the setting hasn't made it into production yet.
