[openstreetmap/openstreetmap-website] Add UserMute to control message visibility (PR #4284)

@gravitystorm thanks for the review comments! I think I've addressed them all.

I just noticed and addressed 1 bug and 1 odd thing:
- The `Mute this User`-action on `app/views/users/show.html.erb` was displayed to unauthenticated users. I think this was confusion.
- The redirects in `UserMutes#destroy` after Unmuting the last muted user caused a redirect loop – not anymore.
