[openstreetmap/openstreetmap-website] Prevent the legacy oauth gem from crashing on Ruby >=3.2 (PR #4399)

I don't really like monkey patching in `application.rb` like that but the nature of this one is that it can't be done from an initialiser.

More likely if this becomes a critical issue I'll fork the gem and just change the Gemfile to take a git version.
