[openstreetmap/openstreetmap-website] Add some javascript to check dynamically if the username is already taken (PR #4402)

I'm not sure it's a good idea to abuse the web site URLs in that way in any case... I was thinking there was an API method that could be used but there isn't one that does the lookup by name.
