[openstreetmap/openstreetmap-website] Add UserMute to control message visibility (PR #4284)

The most obvious blocker at the moment is the git history, it would be great to clean that up and force push to this branch to update this PR.

I'm keen to get this merged, it looks pretty much ready to go now.
