[openstreetmap/openstreetmap-website] linking element with note layer enabled blocks location update (Issue #3940)

### How to reproduce the issue?

https://www.openstreetmap.org/node/1294577914/history#layers=N enables notes but it will show latest map location - it will NOT move map viewpoint

https://www.openstreetmap.org/node/1294577914 directs you to node location

https://www.openstreetmap.org/node/1294577914/history enables node history and direct to note location

Is there a way to open a specific object on [openstreetmap.org](http://openstreetmap.org/), with viewing its history and notes enabled? And centered on its position? But without specifying its location explicitly?

https://www.openstreetmap.org/node/1294577914/history#layers=N is supposed to be NOT doing this?
