[openstreetmap/openstreetmap-website] Docker Install instructions are out of date (Issue #3943)

### How to reproduce the issue?

The [current Docker install instructions](https://github.com/openstreetmap/openstreetmap-website/blob/87657108f6bd2a4afa41760dff1947a8349b28f8/DOCKER.md) talk about installing Docker Compose, but I think Docker should be done with Docker Desktop which includes docker compose. ([according to their website](https://docs.docker.com/compose/install/)).

The instructions use `docker-compose` command, but I think it's `docker compose` now.

_(I know very little about docker, this is just something I experienced when trying to set the project up)_
