[openstreetmap/openstreetmap-website] "We could not find your database: osm_test" error when trying to run tests in docker (Issue #3947)

After running `docker-compose run --rm web bundle exec rails db:create`, it reports that it has `Created database 'osm_test'` an this error from `bundle exec rails test:all` goes away
