I don't think anonymous notes are a real issue. Many map users (not contributors) are not registered users in OSM, allowing them to report an issue on the map. They use OSM, and they must notify us when they find an error.

I have resolved thousands of notes in Latam (Literally). I have seen all kinds of notes. Some anonymous notes are exact with all the indications to perform a map change. Also, many non-anonymous notes are useless because of many reasons (personal data, lack of details).

Many other services rely on anonymous notes, like OnOSM. It is the responsibility of the note-solver to analyze the text and perform the appropriate map change.

Instead of forcing our users to authenticate before creating a note, it will be better to propose a structure, like a template in the text field. Also, appending a hashtag could provide the note-solvers with the note's origin.
