[openstreetmap/openstreetmap-website] Add OpenMapTiles vector map (PR #4042)

OpenMapTiles' use of wikidata is consistent with the featured tile layer requirements, which say:

> The proposed tile layer should not use non-OSM data where OSM data exists.
