I don't think that's strictly accurate. According to what has been written above, then if wikidata has a translation, the existing OSM translation name tags are ignored. 

This is different from saying that if there is no translation in OSM, then wikidata is used to fill the gaps. In particular, it means that if the wikidata translation is wrong, there's nothing an OSM contributor can do about it directly - they will need to go to wikidata to fix the problem.

I don't think there would be as much concern about this if the names were primarily taken from OSM, and wikidata was only being used as a fallback to fill the gaps.
