[openstreetmap/openstreetmap-website] Block mapy.cz as non-approved imagery (Issue #4085)

@simonpoole Thanks. I created the PR here: https://github.com/openstreetmap/openstreetmap-website/pull/4093
As the blocked imagery was last changed more the 4 years ago, it doesn't look like a pressing issue to refactor the process.

@tomhughes From the [talk-cz thread](https://openstreetmap.cz/talkcz/c3793) ([translated](https://openstreetmap-cz.translate.goog/talkcz/c3793?_x_tr_sl=cs&_x_tr_tl=en&_x_tr_hl=en&_x_tr_pto=wapp)) it appears someone from the Czech community takes care of these edits manually (reverting,contacting users), so DWG was not contacted.
