[openstreetmap/openstreetmap-website] Vagrant install instructions don't work anymore (Issue #3944)

I did a clean install today since I wanted to take this project for a spin. It was a pleasant experience to go from zero to hero with a fully running application.

Versions used:
Vagrant 2.3.7
Virtual Box 7.0.8

Maybe @amandasaurus  could try it again with the latest versions and close this issue in the meantime.
