[openstreetmap/openstreetmap-website] Add revoke endpoint for OAuth2 (Issue #3412)

https://www.openstreetmap.org/oauth2/revoke always worked for me since I first tried it. It was in the summer of 2022 I think, so maybe it was enabled after this issue was opened.

You can test it with https://antonkhorev.github.io/osm-note-viewer/

- open [the authorizations page](https://www.openstreetmap.org/oauth2/authorized_applications)
- in note-viewer press the menu button in the corner of the map, login from there
- refresh the authorizations page, you'll see note-viewer appearing
- go to note-viewer menu again and press logout
- refresh the authorizations page, you'll see note-viewer disappearing
