[openstreetmap/openstreetmap-website] Attempting to resolve or ignore issue gives a 500 error (Issue #4056)

Feel free to [contact](https://wiki.openstreetmap.org/wiki/Contact) the OpenStreetMap community if you have found a broken link / bug. Make a note of the exact URL of your request

It's a report about a note, and that note can't be browsed (same error message).  The issue about unbrowsable notes if already logged, but I don't believe that one with issues is.
