[openstreetmap/openstreetmap-website] Adding information about Serbia sources (PR #3959)

Yes, apologies. This is on me to handle. We discussed this at the preceding LWG meeting and determined that the disclosure requirements of the license only apply to the first user of the data, and would not require downstream attribution by users of OSM data.

Shortly thereafter we received a constructive set of suggestions for evaluating data sources like this one in general, which we haven't yet had a chance to discuss. Despite this, I think it makes sense to proceed here, given the previous LWG decision and our already considerable imposition on your patience.

The only thing missing from this PR is the date of data download, which is mentioned in the E-Governance Law. Is it possible to include one in the PR text? Once that's done I am :+1: to merge.
