[openstreetmap/openstreetmap-website] Change subject of note-notification to improve auto-grouping in email-clients (Issue #4047)

It's a shame that the references header isn't enough to override the subject change!

Unfortunately I don't have enough note comment notification emails in my own inbox to check if other mail clients can make threads out of them - all my notes only have max one comment on them so far :smile:
