[openstreetmap/openstreetmap-website] Automatic deselecting "Map Notes" when changing to/from Edit Mode is annoying (#1212)

Common workflow which is annyoing:

Use case: I want to resolve a note by editing

- on the user profile's notes page clicking on a note id link (https://www.openstreetmap.org/user/SLMapper/notes → https://www.openstreetmap.org/note/3622404)
- note opens up on osm map (with other notes visible or not depending on last selection)
    - _zooming in https://www.openstreetmap.org/note/3622404#map=19/42.56643/26.44022&layers=N_
- after clicking "edit", iD editor opens **without notes visible** and having to actively select them - even when url actually contains that we want to focus / work on a note: https://www.openstreetmap.org/edit?note=3622404
    - _zooming in https://www.openstreetmap.org/edit?note=3622404#map=19/42.56643/26.44022_
