[openstreetmap/openstreetmap-website] Add the i18n-tasks gem (PR #3961)

This can be used for checking our translations, for example to see if there are unused translations in en.yml, and various other tasks.

My aim is to have the `i18n-tasks unused` run as part of CI, but that's not possible yet since there's still some translations (and false-positives) being flagged up for attention. 

Meanwhile, I think it's worth including the gem and the configuration that I've been working on, so that other people can (potentially) contribute to the task.
