[openstreetmap/openstreetmap-website] Show notes more often (Issue #3971)

Also it seems it's not just links with `#`, enable notes then visit https://www.openstreetmap.org/?mlat=53.32607&mlon=-1.49033 and it will also disable the notes layer.

For links that I control, is there a way for me to link to a specific location without enabling or disabling a users notes preference?
