[openstreetmap/openstreetmap-website] Limit user registration with the same email address (Issue #3978)

In the last week, we had a vandalism case in Brazil, and it seemed the same person created 10 accounts (cc @SomeoneElseOSM). Maybe someone with access to the email data, could validate that hypothesis.
