[openstreetmap/openstreetmap-website] Notes should be saved temporarily upon browser BACK (Issue #4028)

I was using Android 8.

I also find that sometimes one back makes the keyboard go down and a second back really makes our note go away. And then a forward just brings us to an empty fresh note.
