[openstreetmap/openstreetmap-website] Add OpenMapTiles vector map (PR #4042)

Do I understand correctly that the issue we are talking about is the "3D map ⛰️." link in the footer? 

We added it there to allow visitors to see the OSM in 3D. We would love to have it directly on [osm.org](http://osm.org/). However, it is not technically possible because the site runs on Leaflet. Therefore, we added it at least as an external link.
