While I understand the need to make sure new users are not blocked, I do want to convey the message of some of our veteran mappers in our OSM Israel group.
After spending a huge amount of time volunteering to map (years), the vandalism that happened in Israel and the time it took to revert it (which is still an on going effort) had made them question their motivation to continue mapping.
If you'll ask me, it's a lot more important to make sure their work and time spent was no in vain compared to newbies, and make sure they continue mapping, as they do it far better than new users.
While I'm trying to convince them that this can be fixed and that patience is needed here, this safeguard must be in place to prevent them from stopping to map.
As to how I see the rate limit (of course everything can be rigged, I don't doubt that):
I would say that the more experienced user you are the more edits you can make. The best measure I can think of regarding experience is the number of edits you see in your OSM profile page.
I usually use that to understand if a user is a new one or not, if the algorithm in the PR can use that, I think it is better than how much time passed since the user was created.
I would like to thank @tomhughes and @mmd-osm (and who ever else I probably missed) for pushing this forward! This is very much appreciated.
As a side note, what type of new users do a 10k change the first time they start to map? I honestly want to understand, not being cinic, I swear.
My edits are around 20-50 changes I think, and iD's save button turning yellow persuades me to save often...
