I wonder if there should be new table in database called "rate limited users/changesets" which would contain user id, # of attempted edits, # of max edits at time(returned by SQL function), and timestamp. Which would be visible to role "moderator" via website(maybe everyone?)? So they could grant users import role or block them. This would also give DWG insight and ability to decide to raise min limit from 1000 to1500 as an example, or go with 14 days ramp...
