[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

May I suggest that we create some Wiki page discussing the changeset upload rate limiting only. Overpass API (not turbo!) may also return an 429 error at times,but that's really distracting here and fairly off topic.
