[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

[mmd]

Same test with mmd2mod: 1 million changes successfully uploaded before hitting rate limit. I think the 999'999 for mmd2 was probably some mistake on my end when calculating the total number.
