[openstreetmap/openstreetmap-website] Welcome page interrupts Oauth authorization flow for newly created OSM accounts (Issue #4246)

I created earlier [Send welcome email instead of redirecting to welcome page when creating user from authorization #4288](https://github.com/openstreetmap/openstreetmap-website/pull/4288).

I have created an _alternative_ PR addressing this issue - [Welcome screen shows "Continue with authorization" when OSM account created from authorization flow #4329](https://github.com/openstreetmap/openstreetmap-website/pull/4329). It addresses this issue by always displaying the welcome page when a new OSM account is created. However, it replaces the "Start Mapping" button with "Continue with authorization" button, which leads the user to "Authorize" screen.
