[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

Importer role sounds like a good plan to me as a DWG member. Lots of importers are just oblivious to the wiki rules. Maybe they did a little Googling about OSM and set off to import some GIS data. Forgive me if this is covered elsewhere, but is there a process by which someone could be promoted to importer? Would they fill out a form showing the read the wiki and contacted the community, etc.? How would that work?
