[openstreetmap/openstreetmap-website] Configuring banners to be off, or from another source, for website forks like OHM (Issue #4280)

Banner images shouldn't be in this repository. Most of the maintaining is hosting these images somewhere, and this is up for those who want the images, not for those who don't want them.

You can already put any image urls in [config/banners.yml](https://github.com/openstreetmap/openstreetmap-website/blob/master/config/banners.yml). All that's left is:
- upload the images somewhere outside this repository
- move the contents of `banners.yml` to wherever the server configuration is done (chef?)
- update [FAQ](https://github.com/openstreetmap/openstreetmap-website/blob/master/FAQ.md)
