[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

Thank you @tomhughes for creating this PR and to everyone who helped in maturing and testing it!

When can the community expect it to be deployed to the production server?
Are there other PRs that need a deployment for this rate limit to be operational?
