[openstreetmap/openstreetmap-website] "Feature" Request: A copyright warning for newbies. (Issue #4357)

### Problem

New users may accidentally source data from Google Maps, Apple Maps, Bing Maps, etc. and upload it, threatening the copyright status of the project. 

### Description

After signing in to a new account for the first time, tell users big and bold not to copy from Google Maps, Apple Maps, etc. and that doing so will lead to an oversight of edits from the database and the user to be permanently banned.
