[openstreetmap/openstreetmap-website] Report changesets (PR #4370)

Looks great, and definitely something I've been wanting to try and avoid editing problems having to go through me and be redirected to DWG for action.

The only thing I wonder about is the introduction of multi-word report categories like `mechanical_edit` which wind up with things like this:

Maybe we should use the actual report category in the database to do a locale lookup to get a nicer string for the UI which would also then be translatable?
