[openstreetmap/openstreetmap-website] After self-deletion of a user, make the username random but still clickable (Issue #4194)

There is another workaround to the GDPR problem (assuming that there is such problem) - have a delay for deleting accounts. For example I can press "Delete account" today, but my account will be deleted in 30 days. In that time I will have full access to it (possibly with some banner at the top "You've requested deletion of your account, you have X days to change your mind before it's permanently deleted."). The account won't be hidden so other user can review his changes and act accordingly.
