[openstreetmap/openstreetmap-website] Welcome page interrupts Oauth authorization flow for newly created OSM accounts (Issue #4246)

Here's what josm means by "semi-automatic":

"semi-automatic" = users have to interact with the authorization dialog on the osm website. This is still going to happen, no matter what changes are made to email confirmations and welcome pages.
