[openstreetmap/openstreetmap-website] Add block function for individual users (#3129)

Editors like JOSM poll [`/api/0.6/user/details`](https://wiki.openstreetmap.org/wiki/API_v0.6#Details_of_the_logged-in_user:_GET_/api/0.6/user/details) endpoint every few minutes. If JOSM sees unread message count going up, it shows a toast message.
