[openstreetmap/openstreetmap-website] What should we do about note comments? (Issue #3831)

I was wondering whether fiddling around with the data from the planet .osn, where the very first comment still exists, albeit with the `username="user_<uid>"` and creating another "first" comment that copies that content was something that would speed up that process, but I guess the migration process you described would be hampered by such an action, correct?
