[openstreetmap/openstreetmap-website] Fix tooltip left/right placement and arrows in rtl (PR #4293)

Well obviously it's horrible and fragile whatever way you do it but I'd much rather match what bootstrap does then do something slightly different that tries to compensate and I don't see why one is more fragile than the other - changes to bootstrap are equally likely to break both but when breakage happens it's much easier to fix if you can look at what has changed in bootstrap and reflect that change in our overrides then if you have to try and adjust some compensatory change by trial and error.
