[openstreetmap/openstreetmap-website] Add UserMute to control private message visibility (PR #4284)

Regarding the general feedback from @tomhughes

I think so too, but I haven't found the ideal place yet where I want to put that `mute user`-action.

This is the `Messages#show`-screen:

The action should be imo close to the Username (at the top) and not at the bottom since all actions on the bottom of the message are message-related actions.

There is not much space at the top of the message. We could re-use the layout we already use on `Dashboards#show`.
