Not a lawyer, not a UI scientist: The screenshot looks very fine. It mentions all the details of what well be deleted, what will be retained. This is how, as a normal citizen, I would like to get told what my action will entail. To the wording:

How about saying, will be retained "anonymized"? Can this be told and will that hold true?
How about saying, will be hidden from view by the general public instead of hidden from view?

Four weeks seems an appropriate cool down duration and also give "gardeners" the necessary time to react in case of vandalism. Remember, two weeks are considered minimum in waiting time for reactions on changeset comments.

I understand, that the developers could initiate a timer that starts running from clicking the button and gets invalidated when new edits occur. Like this, it looks much more straightforward to implement. I have no idea how cumbersome such automatism will be to them. I'd say, if somebody wants to get off, they will return.
