Well, it has to get implemented and tested as well. I was about to suggest a ticketing-system. What about using an open source ticketing system for something like this? Like, someone presses "Delete" a e-mail get sent to the ticket-system, there is a group of people and the one with the lowest amount of open tickets will get it auto-assigned. And when the ticket is closed with a tag the user gets deleted or not.

It sounds easier in that matter that there is no ticket or queing system in need to be programmed, 'just' the connection or the link. 

On the other hand, i can see the use for a osm-queing system for various uses, but i understand its quite something to program. There would be some usecases in my opinion.
