[openstreetmap/openstreetmap-website] User account self-deletion allows bad actors to delete and recreate the same account name to "lose" changeset discussion and block history (Issue #4018)

And it is a problem because you cannot easily find other bad edits by this vandal (that would be otherwise easy to spot and initiate revert). Basically, quick self-deletion achieves the same effect as creating separate account for every single edit.

Or even worse, as "suspicious first edit" is a bit easier to spot.
